The report forecasts more frequent heat waves will increase the number of heat-related illnesses and deaths and lead to more respiratory and cardiovascular disorders.
Habitual bouts of extreme weather – such as droughts, violent storms, heat waves and cold snaps – are expected to carry a higher risk of injuries, illnesses and stress-related disorders.
Air pollution, including higher levels of ground-level ozone and increased production of pollens and spores, will exacerbate asthma symptoms and allergies. The report says poor air quality will also lead to more heart attacks, strokes and other cardiovascular diseases.
Outbreaks of E. coli, typhoid and other water-borne pathogens are also expected as drinking and recreational water is contaminated by run-off from heavy rainfall.
And the report predicts new infectious diseases – and a comeback of others previously eradicated in Canada – will crop up across the country.

Novelty Is For Party Favours

I've noticed Q's musings on who McCain should choose as his VP running mate in the lead-up to the U.S. Presidential Election in November. I'm not convinced he really needs to counter a "novelty factor" in the first place.

No question: Obama is a novelty in American politics. He "speaks well" (as Joe Biden infamously mentioned), he has poise and presents a vision (albeit a little light on the details) for the country. Oh, and he's black. Now, I don't think being black is the novelty in and of itself. Its that he is a black candidate who hasn't made being black a cornerstone of his campaign. He's a junior senator who happens to be black.

On the other hand, Senator Hillary Clinton is the first serious female candidate and a former first lady. Interesting background, to be sure. But that's where the novelty stops for her. As far as being a Senator, Washington Insider, or whatever other moniker you'd like to give her, she is as status quo as it gets in terms of past presidential candidates.

Now, it should be mentioned that this "novelty" can be just as much of a drag on their electability. There are - sadly - many, many voters who would never vote for a woman or a black man. I believe in the reverse Bradley factor: people say they will vote for a black person to a pollster, but when it comes down to it, they won't. Same goes for a female. That's just the way it is. And that drag is even more difficult than the "O Factor" to measure.

Now to McCain: I believe that U.S. voters take the job of electing a President very seriously. Especially in a time of war for their country and an extremely volatile global political climate, slow down in the economy and a deficit spinning out of control, the next President is facing some serious challenges from Day One. Everything I've read, listened to and watched over the past year tells me that the average American voter understands this.

McCain needs to address the concerns and desires of the American people, not counter some hyped-up ticket on the Democratic side. What are those desires? Obviously, change. But what does "change" mean? A change from what?

For two years now, the Transportation Safety Board has investigated the crash of a ferry off the coast of British Columbia. In their report, the TSB can only say the two crew members on board were engaged in a conversation of a personal nature during the 14 minutes between the time they should have changed course and when they crashed.

A brief look at some other facts:

The two crew members had just ended a personal relationship.
The crash occured at night.
The navigation equipment displays were dimmed
The audible alarms of the navigation system were muted.

I definitely don't watch "Keeping up with the Kardashians", and I'm glad I don't or eles I would have thrown my TV out after watching this. The real spectacle is right around the :50 sec mark. How did it become OK for a teenage girl (like 12 or 13) to be swinging around on a stripper poll? And from her "abilities" on that thing, I get the feeling this isn't her first visit on the ol' poll. Yeah, I get all the pussycat dolls/empowering women etc, etc, blah blah but this is not empowering for a young teenage girl.

Harper has been warned.

Warren Kinsella writes today about the ongoing feud between the press and Stephen Harper, wherein Harper has limited access and put restrictions on questioning. Kinsella notes that it isn't just The Toronto Star sniping, but guys like Don Martin of the right-leaning National Post who are fed up with Harper's 'disdain' for the press. He quotes Richard Brennan, new president of the Ottawa Press Gallery, as saying:

"There's not a lot we can do, except push back, and that's what he is going to find," said Brennan. "We are pushing back."

Kinsella gives all rounds up to this point to Harper, saying that "the Prime Minister has beaten the national media at every turn. They have been forced to play the game by his rules." But goes on to say:

Today Andrew Coyne gives us a history lesson. His purpose seems to be to defend the Charter against critics who see it as not rooted in Canadian history. Most of what he says I wouldn't challenge because I'm not a historian or a scholar. But when he comes to the end of his piece, he says:

Has that expanded the powers of the courts?(. . . ) A happier example was the "persons case," an important advance for women's rights achieved by the simple expedient of redefining who was included in the category of "persons" eligible for Senate appointments under section 24 of the BNA Act. Today we would call that "reading in."

Coyne is arguing that a decision to recognize women as persons for the purpose of Section 24 of the BNA Act, is analogous to the Supreme Court's decision add a new category of subgroup in need of protections listed in Section 15 of the Charter. But I don't think the argument holds up.

Those who read my blog somewhat regularly will know that I am a faithful church-goer.

Those who read between the lines on my blog, know full well I only go to make my wife happy.

I don't like to follow any doctrine religiously (sorry, couldn't resist) and I think that those who profess to follow Jesus' teachings haven't actually read them.

As far as my limited experience with the teachings of Christ (be him the son of god or just a really nice guy) lead me to believe essentially "live and let live." A sensible doctrine that most of us (especially those of us in politics) tend to forget.

But TorStar Corporation, the parent company of the Toronto Star newspaper, announced they would be restructuring and laying off about 85 employees. The cause, according to local radio, was lower revenues from advertising.

David Miller just a while ago announced that the Expo Bid was dead. Finally.
The reportage for the last day or so reminded me of Francisco Franco or a Monty Python skit, "But I'm Not Dead Yet!!"
Of course, Miller firmly placed the blame at the feet of the Federal and Provincial Governments for not coming up with the cash. A while ago John Lorinc described Miller as Lobbyist in Chief.
If that's his job we should stop paying his retainer.
Nothing is this guys fault - it's always the feds the province or the yanks.
And at the same time he's asking for more money, he's bragging about what he has already gotten, and insulting them for being cheap.

Okay, I admit when I first learned of the PM's intention to fly to Cyprus to pick up Canadian evacuees - I thought the Prime Minister was off his rocker. So many things could have gone horribly wrong with devastating political consequences, but the big guy pulled it off.

All in all, it was a spectatular decision on his part. Why on earth would they fly our military airbus to Canada - when it is already in the region - only to drop off the PM and fly back empty to pick up evacuees? It was a brilliant move and it's resonating with Canadians, because, after all, actions speak louder than words.

Guardian Angels, David Miller, Jane Pitfield and Safety

We just moved from Cabbagetown. Not because we didn't like our place, or it's location. But because of the crack hos, the hustlers, the panhandlers, the dealers, the litter and the collective desperation of convenience store owners, older folks, and ordinary folks who are terrorized, bothered or aggravated by the prior group.
David Miller doesn't get it at all. It's not only gun violence that people are afraid of or bothered with. It's the daily routine of stepping over drunks, seeing crackheads destroy their bodies and dealers destroying the bodies of others.
For seniors, including those who live at the Denison Centre, going outside is a terrifying experience. At the least, by being vulnerable, they are pestered to give up part of their skinny funds. At the worst they are threatened to do so.
The Guardian Angels don't need to jump in front of a gunny to improve lives. They just need to discourage Miller's Minions from bugging the old folks for their cash. And this is a LOT more than David Miller does for them.

It refers to a recent study that says college students who get their news from Jon Stewart on The Daily Show are not only much more cynical about politics, but as a result are less likely to vote.

This does not surprise me at all.

On a cultural level, Stewart is cut from the same 'culture of irony' cloth as David Letterman. His forte is taking complex issues and reducing them to insults, zingers and punchlines.

PM Stephen Harper gave his government a pat on the back today, praising the spring session as a very productive one. I for one agree with him, all things considered the new government got a lot done in a shortened period.

Due to the election, Parliament wasn't called into session until March, a full two months later than normal and with a new government many people expected a few rookie mistakes - especially in a minority parliament. Instead over the past three and a half months we saw a competent government that easily passed a throne speech, budget, and introduced legislation to keep four of their five centerpiece promise, all while avoiding the constant crisis that was the norm during the Martin government.

What is the Worry?
This article is trying to strike terror into the hearts of Canadians by how inflation is slowing down and how the economic apocalypse is going to strike down on Canada. Even the title seems evident of this. If you read the article closer, there is more then meets the eye. The second sentence, which most people do not read in news articles, state that the price has fluctuated due to petroleum prices, a volatile good that is not used to measure the base inflation amount. This is even revealed in the article by Doug Porter, deputy chief economist at BMO Nesbitt Burns, if you ever read it that far. It is also stated that "core inflation came in exactly as expected at 1.7 percent".

Sadly, it came as no surprise to me when last week Charlie Sheen suggested that perhaps the American government was behind the 911 terrorist attacks. Now this is nothing new and people who read the Toronto Star will not at all be surprised that some people have these views.

What the Sheen remarks suggest however is that these views are more and more mainstream and that people are becoming more and more comfortable making them in public. The Leader’s stopover in Afghanistan was first and foremost simply the right thing to do, and a significant policy decision (if not quite the “historic addition to Canadian military history” that the Post labeled it as). It also distinguished him from the previous incumbent, who never would have made the trip. And it deflected media attention from the bubbling crises of the previous week (Emerson, Shapiro, etc). The political plus is that it makes the PM look more resolute, which in fact he is. The other side is that it raises the profile of the whole issue. The original Crouton-Dithers policy, based on the principle of minimizing inconvenience, was to try to placate the Americans by going along with them on Afghanistan while catering to the soft anti-Americanism of much of the Liberal base by not endorsing what we were actually doing.

David Miller, hair and all, hardly has a record of achievement in his 2.5 years. It looks like the only thing he learned in the last ten years in Council was how to be obtuse, rude and lotsa talk with little action.
Here is a litany of his failures - off the top of my head. Miller is beatable.

1/ "The Broom" - DM certainly did sweep out the old cronies who supposedly ran City Hall, but he also swept in his own cronies - largely the unions, selected NDP members of the Council, and a few key advisors. The cost of this has become a loss of reputation to the business community and a flight of high end employment (Imperial Oil), as well as generous union wage settlements to city workers.

In an Ottawa Sun article, Derek Puddicombe reports on an agreement that was entered into by our Council around the time of amalgamation which called for them to expedite valid landfill expansion claims. What does this mean? It means if Waste Management shows it’s expansion will be handled as per environmental guidelines, there probably isn’t much that all the yelling and screaming by local citizens will accomplish.

The hot topic of the day happens to be the NDP requesting an ethics investigation into the floor crossing of Belinda Stronach. Although it was a year ago, I guess what’s good for the goose is good for the gander.

On this topic, I would like to point out a few things.

1) PM Harper appointed a non elected member into the Senate
2) PM Harper asked David Emerson, a Liberal, to join the Cabinet
3) PM Harper has told the ethics commissioner, Bernard Shapiro to stuff his investigation on the basis that Cabinet appointees are strictly the prerogative of the Prime Minister. I agree that if Shapiro succeeds in making Harper look bad in the floor crossing, it would be a serious overstepping of the position of the ethics commissioner.

Reginald Denney in the Ottawa Citizen is reporting about $2.3 Million being spent on a boat transport system to haul boats around the Chat's Falls at Fitzroy Harbour. For those who aren't sure what I mean, a boat transport system they are talking about would entail hauling a boat out of the water on one side, and driving it up past the falls and dropping it in on the other side. (or vice versa). i.e. a couple of boat launches and a transport. The cost to the boater? $50 per trip and 24 hours notice.

Greater Toronto Hotel Association President Rod Seiling, and Bruce MacMillan, President and CEO of Tourism Toronto, are lamenting the lack of tourism and suggesting that both the provincial and federal governments should fork over cash to revitalize the tourism industry in the city.

Both men seem to believe that the tourism numbers are low due to lack of marketing, suggesting that Americans still think we're all about moose, Mounties and mountains. This shows an utter lack of critical thinking skills, a myopic perspective of recent events and a sterotypical view of Americans as ignorant. Gee, I wonder why they aren't coming?

By Sunday, I was losing faith. I'm not sure whether the public was affected by the Liberal attack ads, the reports of 'hidden candidates' or the brief suggestion that Stephen Harper had stopped talking to reporters, but it all dampened my spirits.

Last night as I watched the results, I was really disappointed. Then, I heard Stephen Harper speak. That was when I realised how big this win is, not for conservatives, but for Canadians.

Harper's minority government represents hope to many who had begun to despair of our political system. Right or left, conservative or 'progressive,' are not so important as seeing that there is a credible alternative to Liberal hegemony. Despite what Liberals want us to believe, we all know that One Party Rule is never a good thing in a democracy.

I have been in trucks with this device and this is how it works.
